В условиях ограничения расходов бюджетов бюджетной системы Российской Федерации, сложившихся под влиянием ожесточающихся санкций, а также за счет последствий перенесенной пандемии коронавирусной инфекции COVID-19, остро встает проблема сохранения приоритетности бюджетных расходов на государственную поддержку семьи и детей. Реализация плана основных мероприятий, проводимых в рамках программы «Десятилетие детства на период до 2027 г.» предполагает развитие в интересах детей здравоохранения, образования, культуры, спорта, туризма, что требует определения объемов бюджетных ассигнований в расходах государства на поддержку детей. По поручению Президента Российской Федерации, начиная с 2013 года при составлении федерального бюджета на очередной финансовый год и на плановый период, предусматривается отдельное приложение к проекту соответствующего федерального закона о федеральном бюджете, содержащее информацию об объемах бюджетных ассигнований из федерального бюджета, направляемых на поддержку семьи и детей. Субъекты Российской Федерации также несут существенные расходные обязательства по финансированию и поддержке детей, что отражает необходимость формирования и оценки «детского бюджета» и на уровне субъекта. Поэтому целью исследования является проведение оценки эффективности осуществляемых расходов на детей в Саратовской области. В рамках исследования авторами были проанализированы существующие подходы к разработке и оценке «детского бюджета»: методика Научно-исследовательского финансового института (НИФИ), Департамента бюджетной политики в сфере труда и социальной защиты Министерства финансов России и финансовых органов субъектов Российской Федерации, методические рекомендации Министерства финансов РФ. По результатам исследования индекс Саратовской области согласно представленной специалистами методике в 2021 году составлял 0,91. Однако, сопоставление целей и расходов на их достижение показывает высокую эффективность расходов Саратовской области на детей и достаточность текущего объема финансирования.

ANALYSIS OF THE EFFECTIVENESS OF PUBLIC SPENDING TO SUPPORT FAMILIES AND CHILDREN IN THE SARATOV REGION

Abstract. In the context of limiting expenditures of the budgets of the budgetary system of the Russian Federation, which have developed under the influence of severe sanctions, as well as due to the consequences of the COVID-19 coronavirus infection pandemic, the problem of maintaining the priority of budget expenditures on state support for families and children is acute. Implementation of the plan of the main activities carried out within the framework of the program "Decade of Childhood for the period up to 2027" involves the development of health care, education, culture, sports, and tourism in the interests of children, which requires determining the volume of budget allocations in state spending on supporting children. By order of the President of the Russian Federation, starting from 2013, when drawing up the federal budget for the next financial year and for the planning period, a separate annex to the draft of the relevant federal law on the federal budget is provided, containing information on the volume of budgetary appropriations from the federal budget allocated to support the family and children. The constituent entities of the Russian Federation also bear significant spending obligations to finance and support children, which reflects the need to form and evaluate a “children's budget” at the constituent level as well. Therefore, the purpose of the study is to assess the effectiveness of spending on children in the Saratov region. As part of the study, the authors analyzed existing approaches to the development and evaluation of the "children's budget": the methodology of the Research Financial Institute (NIFI), the Department of Budget Policy in the Sphere of Labor and Social Protection of the Ministry of Finance of Russia and the financial authorities of the constituent entities of the Russian Federation, methodological recommendations of the Ministry of Finance RF. According to the results of the study, the index of the Saratov region, according to the methodology presented by specialists, in 2021 was 0.91. However, a comparison of the goals and costs to achieve them shows the high efficiency of the Saratov region's spending on children and the sufficiency of the current funding.
