Развитие сельских территорий находится в центре внимания и отечественных, и зарубежных учёных, политиков, практиков, что обусловлено обострением в их границах социально-экономических и экологических проблем, с одной стороны, и существенными изменениями общественных приоритетов относительно сельского развития – с другой. В статье приводятся полученные результаты аналитических оценок целесообразности использования международного опыта (главным образом стран Европейского Союза) относительно направлений, механизмов и инструментов государственной поддержки развития сельских территорий вообще и в экстремальных условиях в частности, которые можно применить в планировании государственной политики Российской Федерации. Согласно алгоритму исследования, аргументируется актуальность особого внимания к сельскому развитию со стороны государства, раскрываются методы и анализируются материалы, используемые в ходе исследования для достижения обозначенной в нём цели, выявляются и представляются для обсуждения научные доводы в пользу насущной необходимости внедрения европейского опыта господдержки в отечественную практику. Исследовательский вывод сводится к целесообразности, во-первых, критической оценки возможностей использования в России современных механизмов и инструментов государственной поддержки сельского развития, популярных в европейской аграрной политике, во-вторых, применения тех из них, которые адекватны национальным особенностям эволюции сельского пространства, в-третьих, учёта в политике государства сформировавшихся в настоящее время общественных приоритетов в отношении сельских территорий и сельских сообществ, их динамичного развития, причём, как на уровне Российской Федерации, так и на уровне сложившихся в её границах отдельных регионов.

ABOUT USE OF THE EUROPEAN EXPERIENCE OF STATE SUPPORT OF RURAL TERRITORIES IN DOMESTIC PRACTICE

Abstract. Development of rural territories is in the center of attention and domestic, and foreign scientists, politicians, practicians that is caused by aggravation in their borders of social and economic and environmental problems, on the one hand, and significant changes of public priorities of rather rural development – with another. In article the received results of analytical estimates of expediency of use of the international experience (mainly the countries of the European Union) concerning the directions, mechanisms and instruments of the state support of development of rural territories in general and are given in extreme conditions in particular which can be applied in planning of state policy of the Russian Federation. According to a research algorithm, the relevance of special attention to rural development from the state is reasoned, reveal methods and the materials used during the research for achievement of the purpose designated in it are analyzed, come to light and adduced for discussion scientific arguments in favor of the urgent need of introduction of the European experience of state support in domestic practice. A research conclusion comes down to expediency, first, of critical evaluation of opportunities of use in Russia of the modern mechanisms and instruments of the state support of rural development popular in the European agrarian policy, secondly, of application of those from them which are adequate to national peculiarities of evolution of rural space, thirdly, of account in the policy of the state of the public priorities created now for rural territories and rural communities, their dynamic development, and both at the level of the Russian Federation, and at the level of the certain regions which developed in its borders.
