Реферат. Цели проведенного исследования заключаются в изучении теоретических основ, уточнении видов, факторов, критериев, показателей эффективности сельскохозяйственного землепользования с применением общенаучных и специфических методов познания. Посредством обобщения и критического переосмысления положений классической экономической теории, различных точек зрения отечественных и зарубежных ученых дефинирована категория «эффективность». Понятие землепользования рассмотрено как право субъекта, определяемое триединством правомочий (владение, пользование и распоряжение землями). Введен в научный оборот термин «эффективное сельскохозяйственное землепользование», как осуществляемое при минимальных затратах и негативных последствиях для почвенного плодородия, наиболее адаптированное к правовым, экономическим, экологическим и социальным условиям. Выделены три группы факторов сельскохозяйственного землепользования: оказывающие влияние (традиционные), способствующие осуществлению (исследуемые) и обеспечивающие его эффективность (авторские). Последняя группа факторов классифицирована по следующим признакам: сферам (экзогенные, эндогенные), виду воздействия (прямые, косвенные), уровням (микро-, мезо-, макроэкономические), сводимости (эмерджентные, сводимые). Определены составляющие эффективного сельскохозяйственного землепользования, в соответствии с которыми представлены внешние и внутренние факторы, стоимостные и натуральные показатели. В ходе трансформации земельных отношений критерием эффективности сельскохозяйственного землепользования должно стать получение заданного объема продукции с наименьшими затратами ресурсов (трудовых, производственных, природных) и сохранением почвенного плодородия – экономический эффект, повышение качества продуктивных земель за счет недопущения ухудшения состояния окружающей среды – экологический эффект, достижение нормативного уровня жизни – социальный эффект. Указаны четыре ключевые направления повышения эффективности сельскохозяйственного землепользования: организационно-управленческие, социально-экономические, экологические и технико-технологические.

Abstract.The objectives of the study are to investigate the theoretical foundations, specify the types, factors, criteria, and indicators of the agricultural land use effectiveness applyinggeneral scientific and specific methods of cognition. Through the generalization and criticalreflection the provisions of classical economic theory, as well as different points of view of domestic and foreign scientists, the category «effectiveness» has been defined. The concept of ‘land use’ is considered as the right of the subject, determined by the triune of powers (possession, use and disposal of lands). The term «effective agricultural land use» is introduced into scientific circulation as being implemented with minimal costs and negative consequences for soil fertility, most adapted to legal, economic, environmental and social conditions. Three groups of factors of agricultural land use are distinguished: those that influence (traditional), factors facilitating implementation (the researched ones) and those ensuring its effectiveness (the author’s group). The last group of factors is classified according to the following characteristics: spheres (exogenous, endogenous), type of influence (direct, indirect), levels (micro-, meso-, macroeconomic), and reducibility (emergent, reducible). The components of effective agricultural land use are defined, according to which external and internal factors,cost and natural indicators are presented. In the course of the transformation of land relations, the criteria for the effectiveness of agricultural land use should be: the production of a given output volume with the least expenditure of resources (labor, productive, natural) and pre servation of soil fertility (economic effect), improving the quality of productive lands by preventing deterioration of the environmental conditions (environmental effect), living standards achievement (social effect). There are four key directions for improving the efficiency of agricultural land use: managerial, socio-economic, environmental and technological.
